So instead she continues to wipe at her eyes, sad and scared and nervous as she is. The emotions are still flooding over her, making it difficult for her to calm down even though she's trying.

[Well, the gesture was there just in case she needed it. And after that initial reaction when they bumped into each other, he was reluctant to try to go straight for a hug unless he was sure that she wanted it.

Lili takes a moment to breathe. A breath in. Out. Recognizing that she is here and she’s not in danger anymore and Lee is someone that she really is able to trust.
